In an effort to achieve full access to electricity in Rwanda, the country's Ministry of Infrastructure has developed a Rural Electrification Strategy based on the implementation of a series of technological programs ranging from grid connections to mini-grids and solar home systems.
In this context, OCA Global will be responsible for carrying out the evaluation of two of the key projects and presenting their results to the European Union. These projects are: "Prepaid Energy - Lease-purchase of solar home systems (off-grid)" and "Increasing access to rural energy in Rwanda through a Public-Private Partnership".
The main focus of these evaluations will be on the achievements to date and on the quality of the actions implemented and their results within the cooperation policy that the European Union is carrying out in the African country. In addition, the team of experts sent to Rwanda should also pay special attention to whether cross-cutting issues such as gender equality or climate change have been taken into account and reflected in the implementation of the different actions.
From this point of view, evaluations should look for evidence that verifies whether the results of these projects are closely linked to the objectives set by the European Union and identify what possible factors are favoring or hindering the achievement of these objectives. It is expected that this analysis will support a more optimal management of the project and will have an impact on the decision-making process and on the capitalization of project experience.
